Reno County Educational Cooperative is Hiring a Business Manager Near KS, KS

Position Title: Business Manager/Board Clerk
Status: Full Time (12 month employee) – Benefit Eligible
Reports ToThe RCEC Director and Assistant Director
FLSA Classification: Exempt
Wage Determination: Determined by qualification and experience
Summary: The business manager/clerk of the board assists in the management of financial resources, human resources and maintains fiscal and personnel records efficiently and expeditiously, for the effective management of the organization and the ultimate benefit of each student in our member districts. 

ESSENTIAL FUNCTIONS

Budget and Finance

  • Serves as Clerk of the Board of Directors, attending all meetings, and accurately recording minutes of each meeting.
  • Serves as Designated KPERS Agent.
  • Holds Kansas Notary Public status, including being bondable.
  • Serves as Group Leader for Blue Cross/Blue Shield and maintains all insurance records.
  • Serves as Group Leader for Section 125 Plan Providers.
  • Receives checks from all revenue sources, deposits in appropriate RCEC bank accounts; receipts being logged in receipt book, and entered on computer accounting system as received into appropriate fund accounts.
  • Monitors bank accounts and invests any excess funds with local bank instructions on a bid basis for Certificates of Deposit.
  • Arranges for Workers’ Compensation audit.
  • Arranges for KSDE audit for categorical aid reimbursement.
  • Maintains continuous international auditing systems for all funds.
  • Initiates contacts with venders relative to supply and equipment availability.
  • Obtains and studies comparative prices and quotations.
  • Purchases by competitive bidding, information quotations and negotiation, items of supply and equipment necessary for the operation of the coop.
  • Monitors all purchase requisitions to determine correctness of information for RCEC, TLC and EEC.
  • Maintains accounts payable file and issues computerized purchase orders for requisitions of materials ordered by staff, and for payment of all ongoing utilities and other invoices received.
  • Enters payables on computer for purchase orders that are complete and general checks on computer for payment.
  • Generates checks for Payment report and Expense Budget Report to be presented for approval monthly by Board of Directors.
  • Works with administration in preparation of annual RCEC, EEC and TLC budgets.
  • Compiles monthly board materials and distributes to board members.
  • Invoices RCEC member districts three times per year for their contributions to the RCEC budget, and other related agencies having interagency agreements with RCEC.
  • Invoices member districts five times per year for Flow-Through Categorical Aid that is deposited in the member districts bank accounts.
  • Performs all payroll functions for approximately 300 employees monthly, including computer processing of monthly payroll checks, deposit slips for this with direct deposit of their pay, electronic transmission of direct deposits, generates applicable payroll reports, and payable checks for payroll taxes and deduction for benefits, generates ACH transactions for federal taxes, state taxes and KPERS payments.
  • Completes other required Kansas State Department of Education reports, including monthly Form 240 request of Federal funds, State Interlocal Budget Documents, Certified/Licensed Personnel Report, Inservice Education Reimbursement Claims,Transportation Reimbursement Claim, and others as requested by KSDE.
  • Prepares annual E-Rate application and follow-up documents, working with vendors to establish eligibility, which includes three primary online application procedures during the course of six months at designated intervals.
Personnel
  • Maintains permanent personnel files for approximately 100 licensed and 150 classified staff.
  • Orients new employees in completing necessary paperwork for state federal requirements, KPERS enrollments, Section 125 Plan enrollment or waiver, Tax Sheltered Annuities (Section 403(b)), Health Certificate requirements, and opportunity for Direct Deposit of payroll.
  • Maintains Time and Attendance System for approximately 250 employees’ payroll and leave import to payroll system, including issuing ID/PIN numbers to all employees; preform maintenance for adjustments of punch in/outs; complete export of payroll and leave used for monthly payroll.
  • Reviews leave requests daily.
  • Maintains workers’ compensation file and submits accident reports and bills received to the worker's compensation company.
  • Files and maintains background checks for all personnel.
  • Completes various Federal, State and KPERS payroll reporting including: Quarterly Federal Form 941, Quarterly Kansas Employment Security Report, and annual electronic W-2s for federal and state requirements, annual Form 1095sc, annual Form 1099 for vendors as required by law.
  • Completes personnel reports for Kansas State Department of Education as required, entering all certified personnel with categories of exceptionality and grade levels, and matching with assigned paraeducators, updating any resignations and new hires including dates of assignment.
  • Records daily absences for cross checking with leave management system and reports to administration.
  • Responds to all employees’ questions, concerns and grievances on payroll and benefit questions as they arise throughout the year.
  • Prepares BCBS Quota Form and makes presentations as requested by administration at new teacher orientation, licensed staff orientations, and paraeducator staff orientations regarding benefit enrollment and various items.
  • Works with benefit providers to submit all benefit election and enrollment forms, and to enter all benefit changes and any salary changes on payroll system.
  • Prepares contracts for licensed and administrative staff.
RCEC Office Building and other property
  • Maintains phone system and answering machine system.
  • Designated contact person for copy machine to report necessary maintenance and troubleshoot problems.
  • Assists with opening and closing of RCEC administration building.
  • Monitors postage meter and scale operation, periodically posting mail in order to keep tabs on necessary for adding additional postage.
  • Maintains knowledge and skills compliant with federal and state regulations concerning fiscal responsibilities, personnel and management of the district administrative office.
  • Maintains insurance on vehicles.
  • Duties, as otherwise assigned by the RCEC Director and Assistant Director.

MINIMUM QUALIFICATIONS

Education and/or Experience:

Requires a high school diploma or equivalent, and prior experience or post-secondary training in financial and business management.

Requires an ability to work cooperative and constructively with others, including the ability to communicate effectively orally and in writing with a broad number of audiences.

Requires an ability to manage job responsibilities and meet the established timelines and outcomes.

Requires an ability to physically adapt to the compressed time schedule of a school day and year.

Language Skills:

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.

Ability to write routine reports and correspondence.

Ability to speak effectively before groups of customers or employees of the organization.

Communicate in a manner consistent with professional standards of schools and the community.

Physical Demands/Work Environment: Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

This position requires travel and a willingness to work in a variety of environments with a variety of people.

Physical requirements included prolonged sitting, some stooping, kneeling, crouching and/or crawling.

The employee must regularly lift and/or move up to 10 lbs., occasionally lift and/or move up to 25 lbs.

Significant fine finger dexterity.

Freedom from any physical condition that would conflict with the health, safety, or welfare of the students.

A valid driver’s license and vehicle insurance must be on file in the RCEC office.
